As a new planning entity, the responsibilities of the ERB include the
preparation and approval of a Capital Improvement and Infrastructure
Master Plan and Strategic Revitalization Plan in consultation with the
COO and mayor. The ERB adopted these plans at its 6/20/03 board meeting.
The first phase
of the Capital Improvement and Infrastructure Plan is the water
and sewer sub-plan. This sub-plan will be the basis for coordinating
needed road reconstruction and allocating financing and administrative
responsibility among various state agencies for effecting the plan.
Additionally, the plan will detail improvements and time lines for public
parks and open space related to the public environment and public building
needs.
The Strategic Revitalization Plan focuses on the city's social,
cultural and economic revitalization. It provides for the redevelopment
of neighborhoods and downtown business districts, land uses including
housing and open space, port development and recreational aspects. The
ERB will coordinate investments by state agencies, colleges and universities,
hospitals, the private sector and other public and not-for-profit entities
to implement the recommendations of the Final Plans.
